NWS wind chill in degrees F = 35.74 + 0.6215T - 35.75V^0.16 + 0.4275TV^0.16.
For air temperatures at or below 50 F and wind speeds above 3 mph. This index describes exposed-skin cooling in shade, not an object temperature or a frostbite timer. This implementation accepts -100 to 50 F and winds up to 110 mph.
A worked example
For air temperature (degrees f) = 32, wind speed (mph) = 10, wind chill (degrees f) = 23.727144.
